I believe that the confusion in terms comes from early snowmobiles where the CVT belt actually went slack for "neutral" and the sheaves engaged the belt as the engine revved up. I expect that those are no longer built that way, as it is quite hard on the belt due to slippage. Black smoke comes off of a slipping belt as it slips, making for a short life.
